January feels properly wintry in Ulsan, with daytime highs around 6°C and nights near freezing. It's colder than December, though rain is a little lower; February brings milder days but more rain. Expect cool, often cloudy weather, with some sunny spells.

A walk through Daewangam Park can still be rewarding, but the coastal paths feel colder when the wind picks up. Save long beach visits for a milder day. For a warmer indoor stop, the Jangsaengpo Whale Museum makes a good change of pace.

New Year's Day brings people to Ganjeolgot, a famous spot for watching the first sunrise of the year. Expect crowds around the coast then, and allow extra time for the journey. Seollal, the Korean Lunar New Year, sometimes falls in January; its date changes each year, and travel can be busier around the holiday.

If you hate crowds, skip Ganjeolgot at sunrise on New Year's Day and visit later in the month.

Away from the New Year gathering, January is generally quieter than May and October, Ulsan's best months overall. It's winter low season, so you'll usually find fewer visitors than in those popular months. Some outdoor days may feel less appealing, but city sights and museums still work well.

For Ganjeolgot, check the local bus route before setting out, especially on New Year's Day, when services and traffic can be affected by the sunrise crowd. The headland is exposed, so keep your coastal walk short if the wind makes it uncomfortable.
