September feels hot and mostly dry in Surabaya. Days reach 34°C, and evenings stay warm, so walking around can feel sticky. Rain is limited, but brief showers can still interrupt an outdoor plan. It's a good month for House of Sampoerna, the old town and air-conditioned malls. Save long walks around Tugu Pahlawan for cooler parts of the day, and skip exposed sightseeing in the midday heat.
